Pronet Gaming Becomes First B2B Operator in The Philippines

Pronet Gaming, a B2B gaming services company, is the first international B2B operator to set up a business in the Philippines that is accredited under the "Special Class BPO" (SCBPO) regime. They did this with the help of local provider Claymore Solutions.

The Rules and How Things Work

The Philippine Amusement and gambling Corporation (PAGCOR) gives the SCBPO certification to specific business-process outsourcing companies that can work with foreign gambling operators without accepting bets or managing payments directly. Claymore Solutions is a SCBPO-accredited employer-of-record (EoR) and serviced-office provider.

Pronet Gaming's new architecture will let the company grow its IT and trading teams in Manila, which will help it strengthen its presence in the Asia-Pacific region with a fully compliant local structure.

Important for Pronet Gaming's strategy

Alex Leese, the CEO of Pronet Gaming, said, "Setting up a SCBPO-accredited presence in the Philippines is a big step towards our long-term goal of growing our business in Asia in a way that is fully compliant."

The move is one of the first times a B2B-only iGaming company has used the Philippines' outsourcing system to build a large local team. This method uses the Philippines' supply of skilled workers to avoid regulatory and cost pressures in other countries while still following global licensing rules.

What Claymore Solutions Does

Paul Fox and Nathan Kinsella started Claymore Solutions in 2023. The company has a lot of experience in business process outsourcing (BPO) in the Philippines, which is notably useful for the gaming industry. In 2009, Fox started a big business in Manila for a worldwide gaming company and grew it to more than 2,000 employees.

Pronet Gaming doesn't have to get its own full local licence or take care of all of its employment responsibilities directly because Claymore is both the employer of record and the serviced office provider. Fox says, "We're honoured to be working with Pronet Gaming to provide EoR and serviced office space solutions for their operations. This shows how good the local staff is and helps the Filipino economy even more."

Philippine BPO regulators were also happy with the news. Alejandro Tengco, the chairman of PAGCOR, said, "We're happy to have B2B companies like Pronet Gaming set up their Trading and IT operations here through Claymore Solutions". I hope that other businesses do the same, as there are so many talented Filipinos in this field.

Effects on The Whole Industry

This change shows that more and more gaming-B2B enterprises are looking for hybrid structures, where they have licenses in one place and staff and operations in another. The Philippines is becoming a centre for these kinds of models because it has skilled workers, a strong BPO infrastructure, and a SCBPO environment that regulators have allowed. The move makes Pronet Gaming more resilient in Asia and improves its ability to supply services across all gaming platforms and markets.

From a regulatory point of view, it might speed up the process for other B2B and service provider operators to use similar models. This might mean more multinational operators coming to the Philippines, which would create more jobs and increase outsourcing income.

SCBPO Rules Drive Pronet Gaming to Enhance Governance and Compliance

The SCBPO model includes employment and back-office tasks including IT, trading, and support, but it does not let the local firm take bets or process payments. Operators must keep their worldwide licence and compliance systems in other places. The B2B operator must also make sure that its offshore license and corporate governance systems meet the needs of the SCBPO partner and the laws of the Philippines.

To meet both local labour laws and global gaming compliance standards, Pronet Gaming will need to improve its governance, cybersecurity, and data handling methods as it grows its Manila team.

Pronet Gaming’s Philippine Launch Boosts B2B Gaming Potential

Pronet Gaming's debut into the Philippines through Claymore Solutions is a big step forward for both the B2B gaming services industry and the Philippine outsourcing industry. As the company grows in Manila, its success may encourage more B2B companies to follow suit. This might make the Philippines a top choice for compliance, high-quality gaming back-office operations.
